Plates are fake. Liberty base ended in 1999 and was replaced with the blue and white Empire State plates in 2001. The character combination is that of the Empire Gold plates which came after the Empire State plates in 2010. The letter/number combination is probably registered to this car but they are running the car on forged plates.
